CTA actions that open a plan picker or pricing page rather than checkout itself. A cta_clicked on an output whose CTA is one of these emits checkout_started (plan 282 TASK-8/9) — the step between the click and checkout, so the placement chain can hold success ≤ checkout_started ≤ clicked ≤ presented.

open_checkout_modal opens checkout directly (“on click”) and is deliberately NOT listed: that placement has no separate step, so its started count equals its clicked count. open_upgrade_modal opens another placement whose own CTA then decides which of the two it is, so it is not listed either. view_plans is the authored alias the local resolver normalizes to navigate_to_plans; it is kept for an output built by hand.
