config_unavailable used to be a single undifferentiated outcome, so a slot that lost the race against a cold config fetch could not tell “wait, it is coming” from “nothing is coming” and rendered its fallback permanently. This is the distinction: loading makes a config_unavailable decision retriable, unavailable makes it terminal for now.
