Placements targeting a slot no code renders. These can never show, and nothing else reports them — the decision path is never asked about a slot that was never mounted, so there is no error and no reason code.
configAvailable

Whether a Playbook was available to diff against. When false, authored
is empty because nothing could be read — which is NOT the same as “nothing
is authored”, and a caller must not treat the two alike.
